Can you use ferrule crimps on 230v such as power and lighting if you use stranded cables ?

Not necessarily ferrules can be real small and better chance to heat upYes, also I have never worried about the current carrying capacity of the crimp lug.
A cable is likely to fail beforethe crimp lug.

So the 2.5mm ferrule can only with stand 14A and the 1.5mm 16A so I think you could use them for lighting but not power unless it was LV

The 16A you are referring to is AWG or American wire gauge.
Took me a while to find where you were getting 14A and 16A from

tIf you look at a reputable supplier such as Weidmuller you will see that their crimps are rated at the same current carrying capacity as the cable they are fitted to.
a properly crimped bootlace ferrule, surrounds the cable and increases it’s csa slightly at the point of termination this reduces hot spots at the point of termination.

Thanks, I did find those on a search but they are too long and not the same crimp type. I'm looking for very small brass ones as in the picture, about 4-5 mm long
The small brass ones are likely to be applied by automated machinery rather than available for fitting by hand.
Plain ferrules can be fitted and cut to length as required.
