Ground mount in Ex Veg Patch

A Customer wants a ground mount system in an EX Vegetable Patch. How would you level this out and what base would you use? I need to keep cost as low as Poss as this wasnt factored into the price.

In the same way that a roof needs a structural survey, ground mount systems need a geotechincal survey.

I just hope everyone isn't going to claim to be able to do those as well becasue they've been on a PV course.
