I would say that's asbestos lagging around the exhaust of a generator. Would it be classed as a health and safety risk? I would have thought as its not being disturbed, then no. But wanted to hear your opinions.

If there's strong air currents in the room from the genset cooling system for example I'd consider it a possible risk but it could be some kinda glass fibre/rockwool which is also used for exhaust lagging.

First step might be to put up a warning sign that there's a possible asbestos risk whilst getting it tested and professionally identified.
 
Looks like a Perkins 6.354T to me, could well be old enough to have ACMs in the lagging. But only proper testing will tell you, avoid guessing or scaremongering.
