Installation of plug socket under towel rail safe?

Hello!
My partner and I have recently moved into a home, and I've just noticed there is a plug underneath the towel rail in the cupboard under the stairs (photo here https://drive.google.com/file/d/1FGakJWLf5a_XiJy879wBySC0EMd4jmD-/view)
We haven't been using the towel rail much as its a bit of weird place to have it anyway, but occasionally we have been putting damp socks/tea towels on there - which have the potential to drip down into the plug.


Just want to get some professional opinions on this from people who know what they are talking about!

I'd say it's there to do exactly what it's doing and there's nothing wrong with the placement at all. I'd say it was more a case of odd place for a towel rail!
