Hi EE here again! We repeatedly have debates with municipalities over conflicting requirements to have no light trespass over the property line vs best practice based on IES guides. Two major sticking points are:
1- proper illumination of driveways/entrances
2- security/morality lighting vs requirements to "only illuminate as required"

I know what best practice is from IES documents but am not sure how to reason with the plans reviewers. Any advice is appreciated. TIA.
