Only one or two consultations going on :
I can understand their desire to have systems installed properly. However by trying to write standards themselves, methinks they are getting power crazy.
They would be better referring to industry body and national/international standards that are already developed. There is an awful lot of duplication of effort going on here, and seeing as the bad boys will ingonre / bypass it anyway it seems to be just a lot more red tape.
No wonder so many sales people are putting the case forward that the client can do it without the RHI !! and so are being installed by non-mcs certified people using cheap kit

it's like buses... wait for ages, then 15 come along all at once... but by that stage you've already got a taxi / walked only to find for some reason that you're being obliged to return to the bus stop and get on the bus.
Launching that many consultation documents at the same time is almost like a case study of how not to do consultations / or how to do consultations with the aim of minimising the number of responses you get / number of people who actually review them all
