If you are testing the lead separately then 0.10 ohm is not relevant (this is the limit for the connected appliance). Your earth bond reading is relevant to the cord csa and it's length.

Ok yea it makes sense but wouldn't you allow some resistance for the resistance of the 13A plug and socket contacts? Especially as they can be quite flimsy being just 2 blades pushing on the earth prong.
