Yes, and as a competent inspector you should be able to make that call confidently and safe in the knowledge that it is backed by a firm and fundamental understanding of the regulations.

If you'd have come on here saying something like "So today I found such and such whilst doing a periodic inspection, I gave it a code 2 because of this, this and this. Would you guys concur with my decision?" then my response to you would have been entirely different.
 
nope. you have learnt from this thread already. life is a learning curve with a load of spikes on the way. some spikes boost your brain, and some spike your arse.
 
Just remember one thing,you touched it last so if it goes pear shaped and ends in a court case it,s you in the dock! I,he personally been involved in one where it did go badly wrong,not my fault I hasten to add,but when the powers that be come looking they bear a striking similarity to a certain well known German division during the war.
