safety certyficate and council control

hi all, i wanna ask about certyficate. we do some refurbishment flat, and we have electrician who do new installations. this flat is almost finish but electric not complite yet, my client say, some peple from council came nex monday for inspection... and hi said his need certyficate for monday, but my electrician go outside uk, so question is> my client need safety certificate to show for council inspection peple ?? or we can make the test later and give for him later ??
