What voltage is the tester showing?
I can see two lights lit up, but I have no idea what voltage that indicates.
Mine would be saying 24V.

Have you verified that this is real voltage, and not a phantom or ghost voltage ? Try measuring it with an anologue volt meter, see if it's the same ?

No, there should be no voltage between that terminal and the neutral bar.
Earth bar yes.
Looks like you have an N to E fault.

Come on guys....not enuff info here...reverse polarity at the incomer...have you checked?
