What device is the TL30 fuse in? Can you give us a bit more info please.
 
What did you cut through? What was it supplying. Can you post some pictures. You need to give us a bit more to go on.

Is this UK or USA?
 
tink he's in Minnisota.last time i looked it were somewhhere at the top enf odf USA. ??
 
Bad joint/termination in the circuit somewhere could have blown when you shorted the cable.
