Shorted a cord (cut i didnt know about) thought i blew a fuse, (tl3

Shorted cord (unknown cut) thought it was a fuse. All fuses, TL30 and main fuses test ok on multimeter. What else could it be?

What did you cut through? What was it supplying. Can you post some pictures. You need to give us a bit more to go on.

A CUT IN A CORD SHORTED OUT. Just an extension cord. I didnt cut anything. It was supplying nothing at the time

Bad joint/termination in the circuit somewhere could have blown when you shorted the cable.
