I would hazard a guess that because if they are installed by skilled conscientious people, the chances of them going up in smoke are quite low.

If however, they get installed by Dangerous Dave from the pub, or Kev The Kitchen Fitter... those kinds of people aren't going to give two hoots about the regs anyway so why would they bother to install an alarm... costs them a few extra quid... less beer money.
 
I do recall when there was the hoo ha with amd3 and the metal cu regs came in that there were a couple of alarms on the market you could build into the CU and mounted on the DIN rail. Not seen them since or come across one...
