So the red and black should be one in top and one in bottom on the left and 1 top 1 bottom on the right

It is an intermediate light switch.
2-way circuit using twin&earth.
My guess is that the cpcs have been used as the strappers

only if it has been wired where a 3 core strapper would normally be used

First choice is that the CPC's have been used as the strappers as it is an intermediate switch.

Second choice is that the black conductors are actually neutrals and this should just be a one way switch.
