This has me a little bit stumped. Recently installed a BNO system into a building which will eventually become some flats, so that's basically intake to a Ryefield and some 3ph landlord stuff. ALL of it is either in a main electrical cupboard in a lobby or outside of an individual dwelling, it's also probably years off being finished due to antics of the private developer. Domestic or Commercial?! It's neither. Also, before jumping to scream 'domestic', remember that the work we've done has been to install what will be the actual origin of supply TO the domestic(s).

For now, I've elected 'other' and described as Under Development!

That's also my take on it, too, except I missed out of my OP that there's a BCO claiming it's domestic!
 
Domestic is part defined as a home or house which isn't applicable. I agree the area in question is somewhat a no persons land is relation to the purpose of the building. We do lots of periodics and fire risk assessments for these areas and we always deem them commercial.
 
"Under development" leans toward construction site and the EIC should indicate the end purpose.

Inside the flats, domestic as people will live there, either renting or bought.

the main communal area, which is offered as a service to occupants, I would say commercial
