If we get a power cut I have the benefit of running the lights and a few kitchen sockets off batteries and an inverter. I've been using solar panels to charge the batteries and have a couple of automatic transfer switches setup. :)
If more than one CPC is put in the same piece of sleeving, there is the potential for them to be touching enough for good continuity but they may have fallen out of an earth terminal.

When I heard reports on the radio of people not being able to run their gas central heating because of a power cut, it got me thinking. Is there any reason a gas boiler couldn't be run on an inverter and a battery?

You are correct. It is an SFCU. I think the CPC of one leg of the ring somehow ended up too short to reach the earth terminal of the SFCU, so instead of extending it, it was put in a convenient nearby back box earth terminal with no thought for continuity of the ring.
