It may be possible to test at the terminals of some RCBOs, but it's not something I would do. In the case of a circuit connected to an RCBO, I will always remove both the live and neutral conductors before the insulation resistance test.

Sure. It wasn't installed to the 18th edition, and it also wasn't tested to the 18th edition. But, looking back at my cert, I'm pretty sure it would be a satisfactory outcome if tested now, so I don't know how to give a nuanced reply.
BTW, I had an email from a landlord client, I did a landlord EICR for him in 2018, he's been told by his agency to ask if the installation complies with the 18th edition. Not sure what to tell him, tbh.

Can't you just disconnect the 3 switches and check for continuity between the conductors at the 2 2-way switches? The one that is present at both goes into the common terminal... The others will be the strappers, disconnected at the intermediate.
You've ruled out the RCD by swapping it out, but not interpreted the result of your testing. The other elimination test is to plug a different device into the same point with the RCD back in. If not tripping immediately, it will be the hot tub
