May be obvious but have you checked L-E and L-N for voltage if not as above. I had a couple in a oap home and was chasing my tail for ages. turned out one of the neutral bars had burnt out in the board and like a plumb i only quickly checked L-E and was so easy i missed it.
Need to be carefull as mentioned here before some look like a PME being on the side of the neutral terminal but don't always have a link and are just a separate earth terminal.
I would wonder why a 40w light would need dimming in the first place for a bathroom, in my head i was thinking multible fittings.

If you only have a pullcord switch you can also replace to a dimming version to save putting a plate dimmer in.

TBH from what you said 3 days to do that list was dragging your heels a bit but you may have had problems routing and making good which is where your you conversation with the client starts.

the bottom ring looks like its getting hot on the choc block as red is getting light in colour but too many faults to list and only one problem why was it not put back...
I trust my nose with these and if it smells, watch where you stand. All sounds a tad strange for trades to not be up to speed in this market so tread carefully and do your homework.
