First choice is that the CPC's have been used as the strappers as it is an intermediate switch.

Second choice is that the black conductors are actually neutrals and this should just be a one way switch.
 
Nah.
You’ll not break the circuit using an INT switch.
It either is straight through or reversal of L1&L2.
I think that's why Richard said it. We're looking for something that has been done incorrectly.
 
All existing wiring is surface clipped, so I had been asked to chase out and flush it in. The client has now accepted my recommendation to change the two way switching wiring and also re route (with new) wiring in loft so he board it.
Effectively a partial re-wire now.

Your customer sounds a decent person ............ they have listened to your input and acted on it.

How were we meant to see that with the clues given?

Two twin and earths at an intermediate switch is not uncommon if it’s a central joint box install.
ikr feed at both 2way switches, switch wire at 1 switch, then a t+e between for strappers picking up intermediates

the feed at 1 end is obviously not used and terminated into a connector
