Final ring circuits with radial CPC

Have justed looked at a job to replace the consumer unit and it appears that both the final ring circuits ( Kitchen and the rest of the Flat ) have Radial CPC's. 6mm integrated CPC of 16mm 6242Y used for main earth

My adiabatic maths says that for a 16mm main conductor, assumed Ze of 0.2, 80A 88:3 CPD, k as 115.... the earth only needs to be 3.16mm therefore the 6mm in a 6242YH 16mm is more than sufficient. Anyone disagree?

When was it "compulsory" to fit and connect a CPC to the lighting circuit??

Today I turned up at a job today, to install some downlights and a mirror feed in a bathroom. A nice relatively easy job ..... or so I thought. The owner had been warned that the circuit would need to be RCBO protected and had his "usual" sparky in to do this.... So I took the "futhest"...
