Just replaced an outdoor bulkhead 4 pin 28W florescent (square type) as old one was flickering. It worked for about 5 seconds then the capacitor went bang. Circuit is not on an rcd. Live to earth at lamp shows continuity and so does neutral to live. So what is the problem is there a fault in the cable?
 
if the lamp is still in situe it will give a reading the reading you will get across the supply especially if you have a TNCS supply where the N and E are linked you need to switch off the main switch on the DB remove the lamp and the test again the capacator may have been faulty
