I have journyman red seal electrician licence in canada (toronto) and i move to uk soon.can i work in uk as electrician?

It depends whether or not you have a restricted license and the type of electrical work you want to do in this country.
Generally, doing domestic work in the UK, you will need to be registered with one of the Part P authorizing bodies such as NICEIC, NAPIT, ELECSA and be assessed by one of their assessors. They will then probably advise you to register with a training company/local college to sit the basic theory exam to demonstrate a knowledge of the BS7671 wiring regulations. This certificate can be obtained by sitting and passing a 2 hour multi-choice exam. Then its up to you.
 
You can do electrical work in the UK as long as you are competent, you just cannot sign it off yourself.

Can't remember the name of the department, but if you notify the council before any work is done, they inspect it for you.

Fine for one off jobs, but due to faf and expense get the above done.
