It was a method used a fair few years back and if the installation has light fittings which do not require an earth then it was acceptable and would still be so now.
i doubt it being acceptable now.if 3.5's a bit over long are fitted, they will contact with the metal back box. maybe we should go back to wood boxes. :D:D:D.
 
I did a job a while back for a mate, when he wanted his bathroom refurbished in a property he had just bought. He wanted downlights etc. Turns out the cpc was actually an earth wire bonded to a water pipe in the loft, and the lighting had no cpc's.

Just changed the light to Class2, but he had other metal lights & switches. The place needed a rewire, which I couldn't do. But I recommended him to some other sparks. I said get it rewired before he did his bathroom, laid flooring etc etc. How much he asked, said 3-5k. He said he couldn't afford that.

Saw him the last week. Had to get the place rewired, it kept blowing fuses he said, and had to get floorings removed, ceilings down etc. He reckoned it cost him £10k, didn't ask the details.
