Getting 120 volts between line 1 and neutral and getting 120 volts between line 2 and neutral but getting 0 volts between line 1 and line 2. Need help in figuring out what is missing?
 
Are you measuring this at an outlet or at the panel?
 
The test results you have posted suggest that the line 1 and line 2 terminals you are testing at are in fact both connected to the same line/phase.

As above where are these voltages being measured and what are you using to measure them?

Do you have any 240V appliances and are they working?
