You need to look at a full 3-4 yr apprenticeship tied course to become a competent Electrician IMHO the get a further few yrs working in the sector that interests you with a company before advancing with any HNC/HNO courses ... you may be looking at a 10yrs learning curve to work competently as an Electrical Engineer (Industrial)
Electrical Engineer / Technician in domestic is just a fantasy title to pull unsuspecting student in next they will be saying 40-50k expectant salary - yeah whatever - the domestic market is saturated and even with the rise in building predicted it will be quite a few yrs before the demand is back, if you can't find an apprenticship i then I would say thats a warning to the demand for Electricians in your area.
If you were to achieve a true Engineer or technician title and then went domestic it would be like been a jet fighter pilot and getting a job on a fairground ride.... The Tea-cups comes to mind!
