Having just made an alteration to a kitchen circuit, literally moved a socket, the kitchen circuit was not covered by RCD so we installed one externally to the consumer unit as it was an old MEM board, would you issue an EIC or a PIR?

I would have thought a minor works cert would have been enough.You haven't really installed anything apart from the RCD to bring the circuit up to 17th.
 
Neither, an EIC nor a PIR, a PIR is only an inspection and test of an installation, and an EIC is for the provision of a new circuit!! I would issue a Minor Works!:D

Hmmm,

I would say an EIC as you have changed the characteristics of the protection of the circuit by adding the RCD.

BUT thats all IMHO.

hello....earth fault protection!

No the original protective device in the consumer unit it still the same MCB, yes there is additional earth fault protection as well which is external to the consumer unit.

Sarcasm unnecessary!

Lets assume then that the RCD was installed away from the consumer unit where the legs of the ring come into the kitchen. EIC or MWC?
