Thats the panel as you have already worked out, once changed will work with ziton detectors....is other issue is the age of the detection, it looks over 10 years, so would suggest changing.
 
When you put the key in the MCP, did you leave it in there for a few seconds? Newer panels will activate immediately but older ones which work on a short circuit can take up to 3 seconds to operate. Some even more although it should be less than 3.
 
Another we question , how come there was no eol resistors in this system , I did see call points had 1 built in , and you just snipped, but wasn't end of line
