You need a heavier tool bag to work your muscles if you can't pull those out.
 
you could use a pair of Moore@Wright steel spring calipers. engage the prongs into the small holes at top and bottom of fuse holder, wind the calipers in till they grip the brass bits you can just see through the holes, then pull. the resulting electric shock will throw you across the room, pulling the fuse out with you. :mad::mad::mad:.

Are you having to replace the fuse wire as it is blowing on regular bases on one particular circuit or is it due to a dexterity problem?
 
Rubber gloves for a better grip. (for those with chammy soft skin (chamois))
(WD40 is a no no --may get a new hair do MJ style if a fault occurs-with hand wired links)
