Just read through this post as im doing an EICR on Thursday at a garage which is the first under AMM3. I had a look around yesterday and noticed absence of RCD protection throughout so offices, workshop areas etc. As far as the condition report goes i would give all socket outlets rated at 20A or less a C2. I was surprised to see the C3 recommended for the sockets earlier in the post as i would have gone for C2 here to. Am i being harsh....?

Yes, why do you now think it requires remedial action without delay today when last month it would have been absolutely fine and there is no requirement to retrospectively apply the regulations.
Whilst you are comparing the installation to the current regulations you are, primarily, assessing the installation for suitability for continued use, it is still suitable for continued use but improvement could be recommended.
 
Well i wouldnt have said so much the sockets in office areas until the new amendment but the sockets around workshop areas close to doors for outside use etc i would say falls under the previous amendment and wouldnt be happy leaving them unprotected....
