Basically asking can I run the cable from the board inside, through the wall clip the cable to the outside then bring it back in where the hob location is and connect up. So basically the cooker feed with run outside then back in

Despite all the confusing replies I think the simple answer is;
YES.
But give consideration to the type of wiring/method you in tend to use!
 
Definitely don’t go for sy, its not compliant with any bs and shouldn’t be used for that application..
Perhaps, Go for heavy gauge 25mm conduit, the containment can also be used for lighting or outdoor power
 
This isn't a sparky, frightening.

If you are referring to the OP then where do you get your info from that he isn't a sparky?

6mm t+e run through 25mm conduit on the external section would be simplest. Don't really like t and e in conduit, but no point adding unnecessary joints for sake of it, and twin will be easier to route on the internal sections.
I have done exactly that on a recent job where new owners were buying a dual fuel range, conduit was the best option for that particular job.
