hyrdoboil trips mcb? Element is 2.4kw ohms test was 23 Ohms and IR was 300 odd. Had disconnected element from thermostat and power did not trip but element seemed perfect

That seems to be all on circuit. IR was 300Mohms when the customer had turned the water boiler on it tripped mcb straight awayHi,what else is on the same circuit,and 300 odd what?
Sometimes,it takes a few cycles or change of duration,to tempt a faulty element.

The O.P. is saying MCB N-E fault doesn't usually trip a MCB unless incorrect info.Have you seen it trip? If it's repeatable try a toaster in that outlet and see what happens. If it trips too then perhaps N-E cable fault somewhere.
