Bro managed to find a third sparkie - reasonably priced and he detailed that testing and certifying would be part of the job. He's hopefully doing the job today.

Meter seals? I dunno - I'd assumed that sparkies are allowed to isolate there and then re-seal? But not my concern... :)

Another job bro wants doing is to have his old R80 ceiling lights replaced with LED equivalents and, to give the 2nd sparkie (no CU cert guy) some credibility, he pointed out that one ceiling light in the bathroom was too close to the bath/shower and if my bro wanted this replaced with an IP unit (as he should), he would provide certification for this. Ie - he's not avoiding certification, only carrying it out where it's technically required.

If the ceiling lamps are greater than 2.25m from floor, it's outside of the zones..
 
If the brothers installation is in London, then the first electricians quote probably isn't too far off the normal. Especially if he has to park his van away from the job, pay congestion charge, parking permit etc.

I hate working in London and if I have to then my price goes up to include the above. Had one job that was on a red route and nearest place to put the van was an ASDA 1 1/2 miles down the road.

Jobbie jobbed, and waiting for invoice which is expected to be in the region of £600-odd - job was slightly more involving than expected, and it took the guy from around 10am until around 4pm, so very reasonable. Invoice will include the £25 spent on parking in the street below...
