I have come across a FORE alarm system for communial areas of a block of flats which has relays which activate the alarm when a vent at the top of the stair well is operated. any ideas how to test it for compliance?

Why would a pir activate a vent system...? are you not working on a communial vent extraction, which is basically a fire alarm which activates vents. If so be careful on you next move, after the Tower Hamlets fire, I think there is a good possiblility of changes here...and rightly so IMO

Are you sure it is a PIR and not an Optical Smoke or perhaps a heat detector? Most likely I would put money on an old style Optical smoke detector, I remember some that the uninitiated could confuse with PIR's used for security systems.
