see what you mean, if the installer had gone thru centre of joist the retaining springs could have come out nice and straight on either side. On pic 2 someone has broken the insulation tape and not re-taped. On a more serious note it's downright dangerous , did the owner do it?.Cos I refuse to believe it was an Electrician.

Bad enough in a standard roof, but in thatch that's diabolical! Never wired a thatched cottage before
but that joist could be load bearing ( old properties and all that).

Yellow, if you (like me) like your pies don't be standing on that joist when you are up in the loft again! ;)
 
Might be worth cross battening that joist with a good quality timber ran either side. You can get away with elliptical holes in the centre but not chunks missing like that.
