I frequently get asked to inspect a light fitting or a socket to ensure safety. Customer is asking for a cert to confirm. How can I record to give customer a cert without providing a EIC cert.
depending on the job I usually test ze zs and IR and ring continuity if required.
i use to visit loads of these doing maintenance work and normally if a sparky says its safe surely it's safe
 
However limited, it is an electrical installation condition report. So that's what you should be issuing IMO. A Minor Works Certificate is for a modification not an inspection/test.
