Service head within flat

Customer would like service head and meter moved in flat, they contacted SSE who said that they need to get their electrician 'me' to move the rising main, they will then come and move their equipment. Doesn't make any sense to me. I assumed the service head and HRC fuse belong to the DNO but with it being a block of flats I'm not too sure how it all pans out. It's a standard type service head. Any useful advice welcome.....

Depends who owns the rising main, still it does sound strange

Just called UKPN, they said they need to send someone out to carry out a survey to ascertain if they own it or not.

Sometimes on a rising main the responsibility of the riser is down to the customer , especially if the block of flats was built with a common supply into a rye field in the communal area , this can be the case even if the meter is in the flat , I would discuss the responsibility more thoroughly with SSE to clear the matter up before doing anything

Is SSE the DNO for your area or are the just the meter operator?
