If u wanted to spur off a ring say for tv point is it true that u have to either down grade the 32a to a 20a or use a fused spur b4 the point

No, you can spur off an install another socket. If you have the BGB Appendix 15 gives the words and pictures!
 
Lol domestic and commercial spark I've worked with so many different sparks and this the 1st time I've heard of it I new that its one spur off a socket or a fused spur then as many as u like of that fused spur but 1st time I've heard that u either down grade the 32a to 20a or use a fused spur I through I'd here what more experienced sparks would say . His theory is that because it's on a 32a and only 1 leg which is bein taken off a socket is going to say the tv point that 32a will be going through that 1 leg but how if 32a ant been drawen
 
Depending on how you install it, as a general rule if using 2.5 T&E your cable CCC is going to be circa 25A. Double socket with 2 x 13A plugs = max 26A. Hence one socket OK but more than 1 socket fuse down.

Ask him to spur directly from rfc 32a mcb at board that will really blow his mind

Now come on, just think about this yourself, why would the load of the overall ring, be tempted/persuaded to pass along any spur off that ring??
 
Have seen a bungalow rewired, where there was penny whistle [ 5/8"] conduit drops to possibly single socket boxes. The ring mains were run around the loft [neatly clipped] with a junction box at / near the rubber bushed conduit drops & a single tw & e 2.5mm2 to each surface mounted double socket.
Presume to save decorating / cutting chases etc.

Maybe this fine upstanding representative of our trade thinks it's like a set of train tracks. You know, it goes careening down one cable and without downgrading it could all rush along the cable to this spur.

Come on, you can spur of a rfc from each s/o without fusing down, or from origin ie cu. Forward fusing does not come into it if using the appropriate size cable.
