So I went to see a job yesterday, its a house converted to 3 flat. Fairly good install, dual rcd board feed directly from tncs cut out. I ask where the meter is and she pointed me to the cabinet in common area downstairs where main incomer is located along with 3 meters for each flat. As you can see in pics there is no earth provided there and they separated pen at consumer side of the installation. My understanding is that it should be separated before the meter. I am going to call dno to check what records of this install they have.
Property is in London so earth should be provided by dno.
Black meter belongs to the client
Any thoughts on this one?

What's with the neutrals not going through the centre and RH meters?
If the neutral to the centre meter was to 'accidently' work loose at the unsealed service connector block, then the meter would stop.
 
TNC / PME can be continued if you have the permission of the DNO and a ruddy good reason to do so, given this is DNO's work, the other end of the cables in the flats would be a crucial clue here to whether it is deemed acceptable.
If they went into a DNO sealed box and then are converted into TNCS within the flat before the consumer unit then I cannot see any issue, however if they are TNC and splitting to TNCS within the landlords consumer unit then I would say it needs investigation and some feedback from the DNO.
It may simply be the case the DNO has extended their property up to a sealed unit within the flats where normally it would stop at the output of the meter where the tails are normally the occupiers/landlords property.
