That reminds me of the fault finding job I had on today. Originally British Gas came out. To 'prove' the boiler was not tripping the RCD they disconnected it from the FCU, put it on a plug, put plug on an extension lead and knocked on neighbours two doors down to run it from their rcd protected board. I was flabbergasted when they told me. Unbelievable muppetry.

To add, they didn't test the RCD in either house. :eek:

Re the OP; I wouldn't expect much of a useful response from the DNO. Not up in NEDL land anyway. Yep, legally they should tell you the earthing arrangement if it is their earth, but they generally have no idea whatsoever. Passing it on to the customer is a good move!!

It's a PILC cable (paper insulated lead covered). Just needs a hepworth earth clamp on the lead sheath for an earth. Most likely PME but with out the labels DNO will say it is not. If you don't want the hassle with DNO just treat it as a TT.
 
A Hepworth clamp is NOT suitable for attachment to a lead sheathed service cable!
Please bear in mind the protection device for this cable will be located within the sub station and it won’t be a 13A plug fuse!
There are 2 types of clamp that may be used...one is a crimp type which requires the CORRECT crimp tool to fit the other is the self tightening spring type.
Unless it can be established that the earthing arrangement is TT it is solely the responsibility of the DNO to provide both TNS and TNCS earthing arrangements.
