Looks very strange to me.

Obviously had a new fuse carrier fitted to it at one point but the two cables on the left go to the meter as normal (L&N) but the third cable going to that uninsulated block is the L output from the meter and the red tail going sideways is going to the DNO isolator just before the consumer unit, the N for the isolator is also connected straight to the cutout neutral instead of the meter neutral.

Ignore the tail block, the brown is a temporary link as the meter didn't have any credit and we needed a to do a test, the one with the orange tag goes into the meter normally, the short tail goes in the top of the isolator.

Can't quite get my head around what's happened there but looks like what should be the MET block has been hijacked as a L connector??
 
Somebody has been playing with that, how good is the seal on the meter?
There's free leccy being had there.
That was my first thought, obviously the electric was free when we took that photo but only whilst I carried out a quick test. There aren't any seals on the fuse or meter at the moment but as it was a fire damaged property someone had already been in before us and ditched the power anyway, not sure if they cut any seals or not. Once that tail is put back into the meter where it should be its not siphoning any electric off.
