You might be able with just dual RCD, but the internal tails will be too short, neutral bars are on the right. Why do you need to do this anyway?

my guess is that the CU he's taking out has the main switch in the left!

The "sector" versions of Wylex products used to have the main switch on the left, if that's any help

Could he not just extend/replace the tails? Sector, is that the WF Senate version? Not sure if they have a 3rd A version yet.

Yes. Their AMD 2 type plastic units

I got a new Senate brochure today and just looked and yes their metal Dual RCD unit picture shows the main switch on the left.

Why not just buy an alternative brand that has the switch the side you want it, e.g. an MK one?
 
You can still install and sign off a plastic board until jan 1 2016 so if you are having trouble use a plastic one that allows you to reposition the main switch.
