    The 4017 can do a 10 LED chaser on its own. You use daisy chain more than one 4017 together by connecting the last output of the 1st IC to feed the clock input of the 2nd.

    You need to look at Appendix 15 section A in the regs. It clearly states 'An unfused spur may be connected to the origin of the circuit in the distribution board'.

    It is just a part of the ring though - a spur as per the regs. Yes if you removed the whole ring then it would become a radial with one point.

    But a spur on a ring can be taken from any point on the ring, including at the MCB.
