and don't forget that the 18 ohms is cold resistance. as the element warms, it's resistance increases, so current will fall slightly. on the other hand, once up to temperature, the stat. will be switching in and out, subjecting the fuse to these switching spikes, leading to failure of the fuse.
 
Had exactly this issue on a washing machine element for one of my special customers (wouldn't usually go all white-goods)...a rusty old bra wire had corrosion welded to the element causing fuse failure after most of it's cycle.He was very pleased as the local domestic guy said not to bother fixing and offered him a re-con machine,even though original is a 14 months old Bosch. I always knew i needed a boob job :indian_brave:
