reading a little into this- does this apply to domestic?

or just just larger buildings which can be class as BD2, BD3, BD4.

surface plastic trunking going across a ceiling to a pendant in a house- would this really require metal clips?

Across the top of the front door or back door, or n the hallway as described above. This regulation was devised to assist evacuation and fire fighting, so I can't see why it wouldn't apply in certain conditions.
 
how far do you go to define an escape route in a house? stairs? all doors?

Escape route defined in BS7671; path to follow for access to safe area in the event of emergency.

From Fire Safety; escape routes should be designed to ensure, as reasonably as possible, that a person confronted by fire anywhere in the building, should be able to turn away from it and escape to a reasonable place of safety. From there they should be able to go directly to a place of total safety away from the building.

I would suggest this means common access routes out of a domestic property, stairs, front or rear doors to the outside.
