Agree the insulation is probably not right up to the clipped direct cables. We did the same when we had the floor up on our landing to install heating pipes you can't get it solidly around the cables as you would in a loft space.Are the cables totally surrounded, or clipped to the joists etc?
cheaper and more satisfying to get customer out the back yard and smack him with a wet fish.If you can get to the ends of the cable and access into the void then you could possibly, with lots of effort, if the insulation is not packed in, slide some flexible conduit, perhaps 25mm, over the cable and through the insulation, (with a cover over the end to stop insulation being packed into the conduit); then the cables whilst derated somewhat would be suitable for the applications mentioned.
I would make sure that your customer has fully paid you and you don't want further work from them before you give them a slap with a wet fish.cheaper and more satisfying to get customer out the back yard and smack him with a wet fish.
