Look... you won’t get anywhere saying that “a bunch of electricians on an online forum said it was bad”

Try citizens advice, or a solicitor. They will know the rules regarding renting out a flat with no heating and the electrics the way it is.
Have you got a trusted friend or a social worker that could contact the landlord and find out what’s happening?

I find it difficult to see how the council can ignore this.
Council issued hazard awareness cert and that’s it, it should of been prohibition order. Council have conspired with landlord, I mean can you tell me any hmo that has no fire doors but has a licence. He was running it for over 2 years without a licence then he gained one in 2017 and still no fire doors. I have been through everyone and I have solicitor, I just wanted more opinions from qualified electrical guys like yourself and the others

I sent video of plug in flat crackling an smoking, that was in 2017 they did nothing because I complained I was threatened with eviction and his electrical guy said he hopes the flat burns down over my head

and those schedule of test results.... For a use of a word, Shocking, half the results are missing and incompleteo_Oo_Oo_O

looks like he just copied and pasted the descriptions from the inspection schedule straight into the observations..... No locations, lacking any detailed descriptions; and the technical terminology he's used on the odd occasion he's bothered are something else...

All signed off by a Niceic approved contractor too... Is that really the standard they allow???

I can't / won't get involved with the whole suing the landlord thing you mentioned earlier.

I'm merely making observations on what i see as a shoddy report that's been issued. You could make a complaint about the standard of it to the NICEIC as that's the scheme they're members of, however, you may not get very far as it was the landlord who ordered and paid for the work.

I’m not expecting you to be involved in the action I take, I just wanted a professional opinion on what I have posted. Been going on for years and it has to stop. I really appreciate your opinions

If the licensing authority are being difficult or you believe that they are not taking this seriously, I would advise you contact your MP, as much as I hate most politicians, they can come in handy when a bit of force is needed, also handy if there is an election coming up.

Most MPs offer drop in surgeries, I would suggest starting there
 
A quick search on Sction 8 evictions throws up this;


Time period for section 8 notices has been increased to 3 months due to COVID.

Furthermore, if you have been issued a Section 21 notice, you have to be given 2 months notice of this.


With the above in mind you have potentially 2-3 months to prepare a case. Call CAB and get them onside, also most law firms will give 30 minutes advise fre; find one that deals with tenancy cases and get them working for you - Dpnding on your circumstance ou may qualify for legal aid so get on it sharpish.
 
If this installation was inspected and tested on the 29/12/19 why did it take until the 20/04/20 to issue the EICR or is it because it's 23 partially completed pages long
