Hi, could anyone advise, this is the fuse box for the private rental flat above ours, its at the bottom of there stairs which is there only escape route, would this be upto spec, we had to have our flat completely rewired with new consumer unit after failing inspection, the owner of the upstairs flat is none cooperative.

I am failing to understand why you want to get involved in something that is between the owner of the flat and it’s Tennant.
if I understand correctly, you are not either of those parties?

If you need to know for any reason, the correct way to do it would be by writing to the owner. If you have a legal right to the information and it is not forthcoming then a solicitor needs to write on your behalf.

if you just want to snoop, try asking the tenant if you can see a copy of the electrical inspection report

I want to get involved as i own half the house and dont like the idea of living below dodgy electrics, ive contacted the owner of the upstairs flat who isnt interested, i own the freehold for his flat, the council will not get involved as *quote...its 2 private flats and between myself and the other owner which is bazzare, the flat in question has just become vacant so as you put it, snooping isnt an option,
 
If it is going to be rented out again, an electrical inspection must be carried out first.
if it is going to be left vacant for some time, I would expect the electricity and water to be turned off.
this may well need your solicitor to go through the freehold documents and see if there are any clauses that may help you to force through any work that needs doing for the safety of the building.
