These courses which allow people to masquerade as Electricians by no means make them a 'competent person'. This should be a foundation to build upon. So glad we don't have part p up here.
 
You don't mention if you have any testing qualifications, just the 17th which may be the problem

Sounds like with 17th Edition and Part P, you have done a Domestic installers course and are not really qualified to to what you are being asked to do. Maybe that is why the insurance company are asking for proof.
