This is off the mainline above the weather head. On the end the wire got pulled out after a tree fall. Was this a fix from a previous wire rip?
Can someone suggest how I could go about fixing this or should I just pay the electric company to fix it? Im thinking just buy a new adaptor and resplice the wire. Thank you for any advice.
 
Looks like a repair previously carried out. My advice is contact electric company, that's definetly not something to be messing with.

That is where the power company a makes the splices feeding your panel and call your power company because that’s on them
