Can anybody assist me with the conflict between Napit codebreakers and the 18th Regulations please.

I have just had an EICR done on a purpose built flat built in 2006 (conforming to the 16th Regulations), the electrician states that according to the 18th edition I don't need RCD protection for all circuits but because he is using Napit Codebreakers his EICR preforms effectively self populates with a C2. This means he will have to relocate a timer to another enclosure, fit RCD protection etc etc all in around £600. I either pay for the work to be done or no satisfactory EICR. Just to add there are another 150 flats in the building and there are no special alterations or similar the would give rise to any suspicion of any danger. I rang Napit and they no longer speak to members of the public and I'm told codebreakers is a subscription only document .....so it looks like it's a pay up and smile !!!! Any thoughts anyone ?
 
Find another electrician who is competent enough not to need a Codebreakers book. He should submit the Report whether satisfactory or not.

Hi Westward thank you for your response, before I commissioned the report I hadn't realised there was a list of electricians on this forum - I wish I had used one now !!! The tester tells me that there are a lot of grey areas when doing an EICR - I'll say !! Thank you once again.
 
There are no grey areas at all. Areas only become grey when the individual is not competent to carry out an EICR. I am afraid to say our industry is plagued by these people who really shouldn't be doing what they are.
