Went to change a light for a local estate agent today, No cpcs to the lighting circuit would i right right if i said the circuits would have to be rewired?

really? i mean thats gonna really 'umf' the price of just changing a light. If its metal fair enough, but if its plastic just sling it on.
 
Yeah sling it on. The site I suggested looking at basically tells you to fit a label to consumer unit advising not to install metal light fittings or switches

However although I totally agree 100% with murdoch and markc, I would say if it was near the DB and a false ceiling in the premises you could add a tenner to the bill and put a bit of earth wire in if you wanted to, if it is more than 10 mins work forget it unless the customer is willing to spend the money, Nothing wrong with changing the light to a new plastic light (class II) as mentioned.
